Pre-releases of postgis are generally packaged as well, they just stay
in experimental until the final release. You can see this for the 3.0
(pre-)releases:

For the Debian package the tarballs on download.osgeo.org are monitored,
so if pre-releases are only tagged it won't be acted upon (without
manual intervention).
