[postgis-devel] Docker CI Images

The problem is that it's failing to preload the sanitizer libraries
(see https://travis-ci.org/github/pramsey/postgis/jobs/752836214#L275).
I'm guessing that clang was updated in the image, which means that the
path in the build
(https://github.com/postgis/postgis/blob/a4cc12b6fc56b1ccb03a620dee478f839ce83733/ci/travis/run_usan_clang.sh#L13)
needs to be updated too.
