[postgis-devel] Proj requirement discrepancy should it be Proj 4.6 or Proj 4.9 as minimum?

4.9 seems old already, and totally fair about testing.  So this seems
ok.

However, no comments in 6 hours is not really indicative of anything.
But as you say it could be backed out.
