Public domain license would be a rather huge thing.

https://github.com/googlefonts/noto-fonts is available under OFL which
seems open enough.

Roboto font is under Apache license.

For mapswithme / now Organic maps we've collected this Apache-compatible
font stack that looks nice on maps and covers all Unicode there is in OSM:
