Not part of the release, btu I don't think it's good to recommend
non-release versions of dependencies.  By definition pgsql does not
recommend them for general use.

This builds cleanly for me and installs man pages without patching the
Makefile, so I'm +1 for releasing it.

(Besides dropping rc3 from version, needs xx replaced with day in NEWS.)
