I already complained to Sandro about it and have the issue ticketed here - https://trac.osgeo.org/postgis/ticket/5652

 

It’s something he changed, which doesn’t work on systems that run without postgis_raster enabled.

 

So yes we need cirrus.  It’s the only agent we have that has raster building disabled.  I expect this error to happen on any system that is running
