H3 in PostGIS bundle for PG 17 (Windows)

Hi Regina

When "activating" H3 on PG 17 (PostGIS 3.5.2) on Windows I get the
following error:

Incompatible library
Version mismatch
Server is version 17, library is version 15.

On PG 16 it works out of the box.
