Planned release of PostGIS 3.6.0beta1 this weekend or early next

Just an FYI that we are planning to release PostGIS 3.6.0beta1 this weekend
or early next.

If you still have changes to get in place that introduces new functions,
please do so now.

After beta we will be focusing on fixing what we have.  No new functions
should be added.
