I would start with how you envision the new signature ST_Buffer?

I had a potentially interesting idea for an added feature I thought I would bring up. Optional limits to the ST_Buffer function. So for instance if I wanted to add a 100 KM buffer to a shape, but I didn't want the new shape with the increased buffer to cross the prime meridian.
