PSC Vote: Welcome Laurențiu Nicola to PostGIS Core Development Team

I'd like to add Laurențiu Nicola to the PostGIS Core Development team.  

For the past few years Laurentiu has been contributing primarily in the area of stability and performance and general cleanup as you can see here:

On a harder to see side, he's very active on the PostGIS matrix/irc channel and helping out with user questions.

Given all this I think he'd make a great addition to the PostGIS core development team and would allow him to be able to accept user contributions.

I will ask him to read the contributor guidelines again and confirm he agrees with our guidelines  https://postgis.net/development/rfcs/rfc05/ if  all are in agreement he will be a good addition.
