We have always added bugfixes to that but only for bugfix releases,
so that users saying "I have this bug" can check if the version
they are running contained or not the fix of a known bug.

If things are done right, if you're running a version which contains
a fix to a known bug you do find a notice of that bug in the NEWS
file. This implies that the minor-release (ending in .0) always
contains all the NEWS items of the latest stable release that was
published at the time the .0 was also published, which in turn implies
that .0 should NOT be released before the stable branch bugfix releases.
