PSC Vote: retire trac as Dev/User documentation storage

Beside our personal usage of it, trac wiki was also used by ANY OSGeo User
to contribute any kind of information they may have though it was worth
sharing.

This is to say that if we retire the *wiki* from PostGIS Trac, we should
maybe provide another one (Gitea also supports it, if we want to enable that).

Any documentation that was moved to developers docs can of course be removed
from Trac, maybe leaving a redirect and turning the Trac wiki to read-only.
