PSC Vote: retire trac as Dev/User documentation storage

Yah I'm all for user contributions to postgis use gitea wiki.  Maybe we can automate moving what is there over to there.

The other nice thing about the gitea wiki is that it's a repo in and of itself.  Though given it's stored a a git repo, not sure how the permissioning would work on that.
