PSC Vote: Release PostGIS 3.7.0beta1 this coming Monday

I'm planning to release 3.7.0beta1 this coming Monday.
We've had quite a few fixes since 3.7.0alpha1.  I very grateful to all the
packagers who stepped up to the plate to test and report bugs.

+1 to release. 

If you have issue with a release this Monday let me know.
Also a heads up that PostgreSQL 19 beta2 was released 2 days ago
