 right now we no longer upload release tar balls to postgis.org and have
 them go to osgeo now.  Debbie still uploads SVN tar balls to postgis.org
 and should switch to also go to:

 http://download.osgeo.org/postgis/source

 This will make changing the doc links more uniform replace.

 Hope to get this this weekend.
