Comment(by robe):

 Is there an easy way to tell where it's creating the temp file?  Does it
 only need to create temp file when it does a VRT thing?  That could
 explain the difference between the windows 2008 and my local windows 7
 with being able to load/not load as indb.  The windows 2008 is very locked
 down on permissions though it loads the other jpeg files just fine.
