Comment:

 I decided not to do this because it will just clutter the
 download.osgeo.org folder and just cause a lot of network upload waste so
 instead all branch and trunk tar balls will be housed on
 http://postgis.net/stuff
 and tagged will be uploaded to download.osgeo.org
