Comment:

 I just blew out the whole directory on both build bot and my local and
 started from scratch.  Annoying but seems to be working.

 I think my regress script might have been doing something really stupid
 like removing the POSTGIS_TMP_DIR that was trying to be used to create
 configure files right after configure.
