Comment:

 I really think this is a GDAL issue rather than anything we can do at
 momemnt and will probably be a non-issue if you are going to change to not
 use overviews in future.

 I'm just going to close this out as a won't fix because it will probably
 moot anyway with raster2pgsql rework.
