 Regina,

 After have a look on configure stuff, the behaviour is indeed the same
 than raster
 (if you don't have gdal-config, you have to specify --without-raster to
 pass configure step)

 I added a more explicit error message, so now it will be:
 configure: error:  sfcgal-config cannot be found. Use --without-sfcgal or
 install sfcgal
