Comment:

 I think this is a duplicate of #2433 which was fixed in PostGIS 2.1.1.

 Can you do a

 {{{
 SELECT postgis_full_version();
 }}}

 to confirm what version of PostGIS you are running.  I just ran this on my
 2.1.1 install and returned 3003 as expected and on my 2.1.0 returned 0 as
 you are experiencing
