 That was one thought I had.  I think its doable since we load up the
 states table so we could use that to compute the statefp with a ST_Covered
 (in geography mode) and then an ST_Intersection for those that don't
 completely cover -- splitting those zips into pieces and having just that
 portion of the zip that falls in the state.

 We could do it by forcing the order to ensure state load happens first and
 the zip division as extra steps in processing.

 In parctice the sata just gets loaded in to staging first anyway so we can
 apply any additional steps as part of the processing of that zip all
 table.
