 I'll get this same error installing postgis 2.1 using postgis-bundle-
 pg93x32-setup-2.1.0-1.exe. I am using 32bit version of 9.3.0.1 postgresql.

 I have win7 64bit, but chose to install 32bit versions for postgresql and
 postgis.
