 r12243 ports it all to trunk, adding availability info for new aggregates
 in raster (plenty!).

 I'm almost 100% happy.
 The only thing that would make me happier would be directly reading
 availability/last_update from the .sql file so to drop the internal
 configuration in postgis_proc_upgrade
