 An issue in upgrading from 2.0 to 2.1 makes no sense to have milestone
 2.2.
 Was the issue fixed in any 2.1.x release ? Latest was 2.0.7, when was
 operator &&& changed exactly ? Is there any way to have run_test catch the
 partial upgrade as an error ?
