 Of late when debbie builds docs, the permissions on the files no longer
 seem automatically world readable.  I suspect this is a result of the last
 jenkins upgrade I did which said it was a seucrity patch of some sort.

 When someones complained of this problem in 2.1, as part of the job I set
 permissions on the generated docs to be world readable.

 I suspect this affects tar balls as well.  Nicklas just noticed with the
 2.2 docs.
