 I noticed that the "attempt to redefine poarameter 'postgis.backend'"
 error (#2382) did not prevent some DROPS from happening. Paul confirmed.
 There's some drop_after or more that is run despite errors in the upgrade
 procedure.

 Upgrades should be a single transaction.
 This is upgrading to 2.2, I hadn't tested upgrading to 2.1 or 2.0.
