 Unfortunately it's a bit more complicated than that.  I have to update the
 table structures in tiger schema as well and put in logic for upgrading.

 Since we are close to release on PostGIS 2.2 (and this is a structural
 change), I'm afraid it's a no go for 2.2.  I'll put this in as a separate
 ticket.
