[postgis-tickets] [PostGIS] #1224: Provide a topology.ST_ValidateTopology as per ISO specs

We will probably also need to check face-linking (left_face, right_face)
, useless face (face that have no edges)
, isolated node (that could have  a wrong "containing face").
I'm writting all this stuff.
