On re-reading my comment:14 I changed my mind.
ST_3DClosestPoint(3d, 2d) could legitimately return a 3D point as the
vertically-infinite geometry to be projected could intersect the reference
geometry at a known height.
Treating 2D as having an infinite Z, as suggested in the original
submission, is the key here.
