 No we don't support compiling PostGIS without GEOS anymore.  That went out
 like in 1.0 days I think.

 I'm actually wondering if pramsey is proposing gettting rid of all the
 cruft that checks for lower than GEOS 3.3.0 rather than trying to get it
 work for lower than 3.3.0.

 getting rid of cruft would be my preferred direction.
