Comment (by strk):

 With r14059 I reverted the addition of --without-postgresql switch,
 replacing it with handling a "no" argument to the existing --with-pgconfig
 switch (same as --without-pgconfig). It should be less invasive that way.
 I'm testing this on a PostgreSQL-less machine next.
