 I'm indifferent.  Can we put this off till 2.3?  I'm just used to finding
 it in contrib/postgis_version/... is all :) so I'd have to change my
 installer setup to install there.

 I also don't know if it would be version specific, so probably a bad idea
 to put it in bin if it is version specific.
