 In putting in the drop after for #3622, I noticed I accidentally removed
 these scripts in extension upgrade.

 Unfortunately fixing that uncovered another bug with AddGeometryColumn
 preventing upgrade.

 I'm investigating this.  I think we have a drop that shouldn't be there
 for AddGeometryColumn.
