 Our docs tend to say things like >= PostgreSQL 9.2

 In actuality we also don't allow newer versions sooo:

 PostGIS 2.3 should also say <= PostgreSQL 9.6
 PostGIS 2.2 should also say <= PostgreSQL 9.6
