Comment:

 Nevermind. It's not possible to build a functional index on a non-
 IMMUTABLE function, and there's lots of existing ST_Transform() based
 indexes out there, so changing to STABLE is a non-starter at this point,
 even if it's "more correct". We've survived this long with it IMMUTABLE,
 we can survive longer.
