 As some may have noticed - winnie is not very happy at the moment.

 I flipped from gcc 4.8.3 to my gcc 8.1.0 and unfortunately the libxml is
 having fits when running under a PostgreSQL VC++ build.

 I'm checking now on mine to confirm it's a real issue.

 Locally I've been running with 12 git head /  gcc 8.1.0 so it's possible I
 missed this issue.

 I sadly may need to roll back to 4.8.3 before release if I can't sort this
 issue out.
