Comment (by Algunenano):

 If I remove the call to `SetPROJLibPath` to avoid the calls to
 `proj_context_set_search_paths` the error messages disappear, but what
 used to be 1.8s with PROJ 5.2 or 7.6s with PROJ6 before this change now
 becomes 20x slower: 116.2secs.
