 As discussed on OSGeo sprint, we can have ST_VoronoiPolygons as window
 function that outputs a polygon for each input point.

 Right now it can be done via matching GEOS output geometries to input
 geometries on LWGEOM side. After GEOS gets different output mode we can
 get it optimized.
