 Martin noticed that the dev docs stopped building recently.

 On closer check, it appears my removal of PostgreSQL 9.6 is the culprit
 since debbie's dev docs were set to built against PostgreSQL 9.6.

 This brings up another issue that we don't have the make_dist job in
 badges.

 Debbie's make dist runs in parallel with the regular regress jobs, and
 also builds the docs.
