 Regina convinced me this is an acceptable behaviour. Just drop
 postgis_sfcgal if you don't want to upgrade it.

 Maybe the message could be more meaningful (what's "ANY"??) but the
 behaviour on itself isn't that bad. Upgrade is successful after you drop
 the "postgis_sfcgal" extension.
