 For the record, Dr.JTS confirmed the GEOS bug with RelateComputer:
 https://github.com/libgeos/geos/issues/968#issuecomment-2041134101

 It's to be noted that fixing the GEOS bug would still not give us a
 solution to the problem of being able to load the incoming line into the
 existing topology.
