 The third parameter of `ST_Relate` should only be valid when it contains
 exactly 9 characters. However, if a much longer string is passed, the
 function becomes unresponsive for a long time. For example, the following
 SQL:

 It might be better to validate the third parameter at the beginning of
 this function overload.
