    upgrade: escape version regex literals
    
    Use explicit escape string syntax for the version parsing regular expressions emitted by create_upgrade.pl. This keeps downgrade checks quiet and parser-stable when standard_conforming_strings is off.
    
    Closes #6094 for PostGIS 3.3
