Comment (by strk):

 This automatically computed tolerance is what makes this bug not too
 different from the others in which we have problems when the snap
 tolerance used is larger than the minimum distance between existing
 vertices and existing edges of the topology.

 This was basically the reason why we added
 FindVertexSegmentPairsBelowDistancein 3.7.0
