 So it turns out the two edges of the topology (part of the outer ring of
 the face which we can't build a geometry) have an interior/interior
 intersection but ValidateTopology isn't able to tell.

 Current ValidateTopology uses ST_Relate to tell if there's an
 interior/interior intersection, but that function is unable to spot this
 case as reported in #6137
