[postgis] Small Changes

I have been sneaking small bug fixes into the 0.5 release for the last
couple days and am now going to make it official by re-naming the
current release to 0.5.1. The changes are in the Makefile, which was
doing stupid things around installation location, and in the loader,
which had a silly syntax error in the comments which Norman Vine pointed
out.
