[postgis] My postgres can not start???

Hi, all 

I got a problem for starting my postmaster. I am not sure what's the reason.
Can you give me a hint? Thank you very much

Environment: Win2K professional. cygwin, ipc-daemon

Result:

$ ipc-daemon &
[1] 108
$ ps
      PID    PPID    PGID     WINPID  TTY  UID    STIME COMMAND
      108     788     108        764  con  500 17:21:53 /usr/local/bin/ipc-daemo

$ postmaster -i -D /home/Administrator/data
FATAL 1:  data directory /home/Administrator/data has group or world access; per
missions should be u=rwx (0700)
