Yes

You can grab a precompiled PostGIS extension module
off my site but please note Michael's wish's below and post
bugs/problems found either 'here' or to Michael or myself

Note 
There are a 'few' quirks yet that I am trying to isolate
but in general this seems to work and appears to be
more responsive then the Cygwin binary
