There is nothing obviously wrong in what you sent. The only red flag is
that the error message you got ("msPOSTGISLayerOpen(): Query error.
msPOSTGISLayerOpen called but unimplemented!") seems to indicate that
your mapserver binary does not have postgis support compiled into it.
But your description of the configure process seems to indicate that it
*does* have support. Something to investigate at any rate.
